Residential Rental Program

With almost a quarter of the Village’s housing stock being renter occupied, the Village Board recently voted to adopt a Residential Rental Program.  The new program will allow the Village to proactively monitor rental property, ensuring the health, safety and wellness of our renters and neighboring residents. This program establishes an annual registration process and requires an inspection at every change of tenant, prior to occupancy.

Owners of a residential rental unit in the Village of Round Lake, whether a multi-unit building or a single-family home, must register each unit and obtain a Certificate of Compliance prior to change of tenant. Existing rental units where tenants currently occupy the unit do not need to schedule an inspection at this time.

LANDLORDS AS BUSINESS OWNERS
It is the Village’s position that landlords are business owners. As with any business owner, it is a landlord’s responsibility to:
Be aware of Village regulations that impact its business, maintain a property that is safe, attractive and compliant with all code provisions, ensure activities occurring at and within the property abide by all laws and codes; and manage a relationship with the Village, reading correspondence, providing up-to-date contact information, maintain compliance with the Residential Rental Program, providing timely payment of fees, etc.

CONDUCTING RENTAL CERTIFICATION BUSINESS ONLINE
Online registration and payment are available. Upon inspection and approval of a unit, a Certificate of Compliance will be emailed to the property owner or agent.

Owners must complete the registration and submit with payment, annually.

INSPECTION FEES
It is the landlord’s responsibility to contact the Village to schedule an inspection at every change of tenant, prior to occupancy. Inspection of Dwelling Units is required at change of tenant. Inspection of Common Areas for multifamily buildings is required annually.
